MRIB can be the shipper of record, correct. However, there is absolutely no way that MRIB, as shipper, can circumvent FDA guidelines of filing what is called a FDA prior notice as well as AMS data. This requirement mandates that producer data be known PRIOR to shipments getting approval to lade shipments at a foreign port. There are multiple US OGAs involved here.
