Two things all shareholders can do to thwart shorts
1. Do not set a stop loss; this data is available to those who pay for it. Triggers selling to the downside if the shorts can pierce and trigger sell orders due to stop losses in place.
2. Set a good until cancelled sell order on your entire stock position. You do not have to have a margin account to do this. Set it high like $5 per share. This prevents the short seller from borrowing your shares.
3. You cannot margin against a penny stock or buy on margin. Just not allowed.
