I once knew a facility in which they planned to move a whole QC lab in by August of a certain year. Plans changed. They were still moving in come February. Not all instrumentation was calibrated. Water still had to be validated. Environment
had to be controlled better.

Plans change like the weather.

That is just the way it is.

Plain and simple.
