That my impression, it will result in a lower float if they are retiring the shares. I think they are.

But honestly if you can get in at. 0002 or even. 0003 you can flip it at. 0004 for a 25% gain.

Yup, as JP said anytime a company is reducing the number of shares available it is a good thing and reduces the # of shares available. All about supply and demand. The lower the supply the better chance a stock has of going upward.
