Maybe the "3 floors down" is a future expansion project. Outfit of the existing building and the raising of the new building to get the operation up and running quickly would be the priority.

I think bill said they could go down or up 3 stories or both but he said that would be phase 2 ....

I think that's after the retrofit and 1st building are completed. Bill wants this thing to get built ASAP, so going underground will be easy once production from one building is established and operative.
