This collaboration have been there for two years. APDN did their pilot project With DLA through LMI. I have no idea why they issued PR today. But something is better than nothing.

The sales to these third party suppliers during the year ended September 30, 2013 was offset by a decrease in sales due to the completion of our prior pilot contract with the Logistics Management Institute (“LMI”).

This PR tells me there are some significant hangups with a straight forward mandate expansion. Not gonna happen anytime soon. Hope I'm wrong. Perhaps an endorsement from LMI which is respected by the DLA will move things along and break up the ice jam.
