So in otherwords, even though the company has not signed any deal with them (they are only in negotiations, in which the vast vast majority of these negotiations fall through), they plan to have the final agreement signed by March, but will start construction in February. LOL.

Yes, that's a good way to do it. Start construction before you even have a signed deal. That's how the pro's do it, right? LOL!
