I would call it a "excuse letter" and now after a half dozen excuses as to why it won't be published once week they say they will publish it every other week...
These guys can't even get it together enough to complete a shallow well in their own backyard let alone Belize. The Stockton 3 has been sitting uncompleted for 3 full months...
