The fraud was actually perpetrated by the promoters trying to run up the stock of a company with no business or operations.
If you do a smidge of DD you will see that DUSS short interest according to FINRA is zilch, zero, nada. There are no stuck shorts, it doesn't even make one iota of sense.

With the ask at the second lowest possible quotable price, it appears shorts are stuck bad.
