I believe that the offering is agreed on before the VWAP period begins (the whole IDEA of a VWAP is that the market determines a fair price after the offering is agreed on. Otherwise there would be no purpose in using a VWAP.

That would mean it was agreed on before 27 January LONG before the sharp rise in the last few days of the VWAP.

The SP had been showing signs of a move up for awhile. THe sharpness of the rise was IMHO due to people who were afraid to buy on margin unti the SP was 50 cents or so above the cuttoff for margin support (to give a safety buffer) piling in when it reached that level which was the point at which it really took off.
