It is perfectly plausible to assume that at the time the license for the abattoir was highly uncertain (because we know it is very hard to get one) and that is why solomon said we would end the year with 84M shares. It is perfectly possible that a few weeks later, they got the licence, and I can imagine that Solomon got all excited about it.
What is your explanation? You don't have one. You are implying that Solomon outright LIED (and then issued another 16M shares just weeks later), and you don't even know it.
