It's something you learn about when you hang around this message board for too long.

You have to make a distinction between sectors that are designated as "helpful" to the Chinese economy (or not) and provinces/local governments that are backward to some extent (with their own set of rules).

I don't know if PF3 will be a VIE. Perhaps the government is more lenient now. It's been a while since SJAP was formed. Or maybe SIAF doesn't want a VIE no more and will settle for a 45% equity stake. We will see. We haven't seen the contract yet. All we know is that it will be a SJVC but that doesn't tell us whether it will be a VIE as well.
