What happens with the submission of a PR is that the website that gets the submission decides to send it out to other publications...some may pick up the PR, and some may not. The WSJ picking up Baltia's PR is a good sign. I don't think it's an advertisement, as there was no monetary transaction involved with the submission of that PR...it was just sent out to publications.
