I don't specifically recall them stating that they ran test batches for people before, but they may well have (there was much ado about trailers of product from Rock Tenn many moons ago). I have no idea if they did last quarter, or if they did, whether or not it impacted production; but if they did, it most likely did.
One could postulate logically that there are many environments where raising capital is critical, and in some of those environments (say, R&D, or testing) production resources would be used to demonstrate production resources' capabilities with different types of potential customers' feedstocks; they might also be used to determine ideal feed rates and feedstock ratios in order to maximize output. I admit such "excuses" would make me feel good, especially if the potential buyers were named, but I won't hold my breath.
And....I don't see carrots when I envision processor sales; I see $$$$$.
