I have repeatedly said that it is a little surprising that Tranzbyte would release the PR about PARC with only a verbal agreement in place.

But that is the nature of this business. This also happens with Fortune 500 companies. Deals are announced only to fall through. I tend to be an optimist. When Gwyther states that they will have information regarding other locations by the "end of the week", I will wait until Friday before making any drastic decisions.
