Yes, if you sign in and act like you are going to buy a stock on the bottom right there is a link under Related Links that says Account Agreements. If you click on that mine used to say 'Call Fidelity to sign up' for Penny Stock Trading Enabled. I called and told them I wanted to buy more than 10k at a time and like Mladie said you have to listen to them read you the riot act about penny stocks and then verbablly agree. Now mine says 'Agreement on File' and I can buy as much as I want.
