Yes, the author even makes a point of saying he's intentionally using estimates conservative enough to p*ss off GERN bulls. It's all dependent, of course, on the trials and approval but given the previous indepth analysis provided by Endtowar courtesy of your repost, I think GERN is fiiiiinnnnnnaaaaalllyyy ready for prime time!
