I'd love to hear the logic behind how you blame a yield problem on Qualcomm.

Yield is as much (if not moreso) about design as it is about the actual process. So, yes, you CAN blame a yield problem on Qualcomm.

A new process may not be well characterized, so brand new designs may operate outside the process window and cause yield problems. That's certainly a risk TSMC is facing with their new unqualified 20nm process as well.
