walbert, FinFET spending would go under R&D, not capex. Capex is equipment. Also, I think Chang meant capex as a % of revenue, which would make sense if your revenues increase :-)

Sounds like they are going to skip spending CapEx on FinFET in 2014 and 2015. That should do the trick.
