I know right!...Am really beginning to think stlk aint working with a particular party but rather across the board(otherwise am sure they would have used the PPA by now with the race been so close)my theory is they need to know the next president/minister before doing a deal like this. They could just simply want to used it as a good faith project to show the people the country is going into the right direction or as political strategy to take immediate pressure off the next party elected office.
