It's pretty simple, approve Brand A as a VLN, it doesn't even need to say modified risk, let people have the option to buy VLN cigarette, period! Smokers would flock to it imo and it would create a very large market for XXII.
The bottom line is it would make a statement the FDA needs to make and it would give smokers a chance at quitting if they choose.
