I don't think the engineers are the problem. Intel's struggles signal issues with management.

That should have been implied in my post.

If there is a lot of turnover within Intel's workforce due to morale, then Intel can meet its 5% reduction goal within a quarter. Just don't replace those who leave. It's that easy.

Of course, like you said, the problem isn't the engineers or the number of employees. The problem is management. That's why I think the news about the 5% reduction in the workforce is irrelevant.
