How can something that hasn't been discovered in commercial quantities be "scheduled" for production "for early 2016"?

Not 2016, but "early" 2016... scheduled. That's a pretty definitive timeframe, especially for a commodity that hasn't [publicly] been discovered.

This could be a game changing year.

In the document that performs an analysis of the African economies , and dated December, the African Economic Outlook 2013 , launched by ADBG , we read that " the economic transformations in São Tomé relate to the announcement of the discovery of oil in the JDZ with Nigeria and in the Exclusive Economic Zone ( EEZ ) , with production scheduled for early 2016 . "

Can this really be taken literally or is much lost in the translation or instead of "relate" it should read "is dependent on" ???

I think Maybe I should reread !!

$80 million for which blocks and from whom ??
