He was the CEO of Grupo ICE for four years (oversaw the country's electrical and telecommunications infrastructure) in the Arias Administration and the Founder of the modern telecommunications system in Costa Rica while at ICE back in the late 1960s early 1970s. There is a solid reason he is handling the final stages of this PPA.
