That is not the citation tho for the forgery law but anyway bankruptcy fraud has probably a harsher penalty. looking quickly through some of chapter 25 I did not see anything referring to forgery in general but did with passports. I know in NY there is state laws against it forgery in general. I don't where this took place. They may have charged him with bankruptcy fraud due to the Feds not having jurisdiction on the forgery issue.
