I read the paragraph as referring to a debate on the Round 2 auction of the five blocks and to conclude the celebration of the Joint Operating Agreements between the different companies.

It sounds positive.

The budget was referred to an an earlier paragraph.

Also JDA staff do not answer phone calls when they are in JMC meetings.

Mark may be able to get through before or after the meetings or during a recess.
