possibly this is what they are referring to:
Federal Health Minister Leona Aglukkaq said it will be illegal for Canadians to grow medical marijuana in their homes as of April 1, 2014. By then, Health Canada will no longer sell and distribute marijuana for medical purposes and it will only be accessible through a licensed provider approved by the federal government.

I seriously doubt that. Ever been to Ottawa Canada in the winter? You can't really build anything...

Plus, they would have to apply and the application process for 2013 ended in October.

And, there is no "ready to grow" letter. Read the Health Canada website.
