When money outweighs their prohibition of it. I mean cigarettes could easily be banned by the FDA. It already says nicotine is an addictive substance that leads to dependence on cigs. The feds haven't banned cigs because of the money they get from it. When the political climate shifts and becomes more accepting of pot use AND they see the financial upside then it will be legalized
