With a government contract and other prospects in the works, $2.00 is very reasonable.

That can depend on several different factors, the first being the float. A stock with a 70 mil float will move higher/faster than one with 600 mil.
I don't know what aftc's float is, but somewhere around 300 million. That being said, a Phase III award will definetly boost the PPS.
