I respectfully disagree with that perspective. He's more likely the janitor in the empty building with all the keys to what's left. One could easily suppose he executes a second phase of the program born out of the previous split into DROP that brought the company into existence until such time as he hands everything over to new management.
Everyone heard "insulin" and got "energy." Same game played previously. This could go on forever. There will always be promoters who will participate for a piece of the program.
