Bar--The way I see it.

-Gibberish.
The 8K is not unintelligible or confusing or even ambiguous.
But states its intentions for the new accountants to complete
and report the 2012K and the 2013K.

This is not so. The second merely clarified the other
paragraph. There's no conflict between the two.

-"FCPG's 8K wording can be found only in all Chineses pennies."
You cannot say this. It's a ridiculous and over used expression.
Have you read every Chineses penny stock's 8Ks that exist? No, I don't think so. Not humanly possible. What about non-Chineses
penny stocks. Could they not have the same diction and meaning
in their 8Ks? You couldn't say for sure due to the logic given above. How many life-times would it take to do so? Be
careful with your terminology and using the word, "all." It can
be misleading.
