I expect that TPNs contain an extremely large and variable number of chemicals (billions or more of species) that provide a masking effect due to the extreme increase in flourescence background, such that you cannot identify a characteristic spectrum for a particular compound of interest over all the background noise. This is the same theoretical reason why the ELF/EM-1 would never work reliably, even at short distances and long integration times.
