"The Company" probably is not selling shares. The question to ask is whether someone is selling shares provided by the company for financing purposes. That's how these CEO's can answer truthfully when there is dilution going on, they can say "I'm not selling" or "The Company is not selling" when it is a third party financier dumping away.
