yes i understand they can buy it for 100 bucks AFTER they build the 90M project, but as it stands right now at this point in time it is still government property and doesnt switch over unless they build, which they havn't yet to my knowledge so, in my eyes at least, thats not a 22M asset, thats a nice shady way of bolstering your balance sheet...
