FV is showing signs of life. This goes beyond a technical bounce.
GL in trying to plug a previously suspended grey into technicals. It's all probabilities of random collisions in the dark. If you have an Ask in at 02 with your broker, and some other broker has a Bid of 02, the Ask and Bid have to find each other in the dark. If in the meantime your broker and others have a ton of Asks-Bids somewhere in the 01n range, then a match is more likely to occur there. As you might have already noticed in a given session the PPS can trade in a random direction. Random hits in the dark.
Still may not mean news.
The good news is it's extremely likely the SEC will be no news for the next 2-3 yrs. That leaves the company free to issue PRs, and file with the OTC, with the herd responding as it wishes. Greys vary. The other thing to consider is the float available to retail. The OTC claims the total float is 279M. Probably a much smaller amount is in the paws of retail investors-traders. Total volume since coming off suspension is approx 6M.
