He's talking about lowering your average buying price...averaging down, as opposed to averaging up,...slapping the ask,...and, yes, you can short pinks, you just need to borrow the shares from a broker...find a broker or mm willing to loan them, have them work with your broker if need be and pull the trigger, they are happy to do it cause they either make money if your wrong or catch a tax break if your right, either way they don't lose, losses CAN be claimed
