It's not legal and is actually done on many OTC companies. The thing is, the profits far outweigh the fees that get charged on the marketmakers, so it's always worth it for them in the long run.
That's why the OTC down here is like the Wild West. Too many micro companies, the SEC stops the mm's from manipulating 1 or 2 but 100 others are still getting manipulated.
