I believe the construction phase is actually not a very significant amount of time. Let me get to a PC and check my emails, because I believe he also told me that they would not submit official loan unless PPA was signed. If so, then expect big PR next week. Was this news (loan news) actually PR'd or was it FB update? If PR'd I'd say PPA is done and we'll know more Monday.

Not an expert by any means, but I'm under the similar train of thought as TG. I believe the planning/preparation/studies and so on is the bulk of the time and the actual construction of the wind farm isn't as long as thought to be.
