There are no intricacies. The company finds a MM to sponsor a 211 and submit it to FINRA for approval. Once they approve it quotes can be entered and bid/ask shows up.

In the case of KMAG it would need a Form 10 first as JR rightfully promised over a year ago...to have any chance of getting a MM on board...
