Habitual, I have no idea what you trying to say but if you mean that the article can be sent to Gates foundation, I am sure they get thousands of emails a day and gates is not sitting around reading them all. I meant sending it in a way that will go through the selection process to end up at higher levels and hopefully to the man himself.
