That could be a motivation, and a good one too. However, Roskamp was already pretty successful at raising money for studies. Note the list of contributors at the end of this recent talk by Mullan. It includes Star Scientific.
My belief is that Mullan has concluded that anatabine is important enough to warrant investment of a chunk of his life. I'm sure he has lots of opportunities, including at Roskamp, and am interested in learning more about why he is making this move.
