This resets the QP clock? What do you base this on? And When is the time limit on the "clock"?

Also, are't these warrants that are simply being exercised and that are already factored into the price?

I believe that you are wrong---it does not re-set the clock. Public corporations are continually filing S-3s.
If each one re-set the clock nothing would ever get done.

I think dilutin is already figured in....if you look at the charts from when this S-3 was first issued.

This give NEOM money to complete mergers and accomplish aquisitions.
