Well the correct dates and numbers would read:

Feb 28 - 700,000,000 to 1,100,000,000
Apr 1 - 1,100,000,000 to 1,400,000,000
May 3 - 1,400,000,000 to 1,888,888,888
July 23 - 1,888,888,888 to 3,500,000,000

Same overall, but very different dates and different steps that the original post. The Nevada SOS has all of the filings.
