Float increase is not a great thing, but some noteholders want their money right away. That was the reason for the off market transactions. Others don't mind waiting on their rule 144 restrictions for at least 1 year.
IMO it is not the company selling shares into the float, but they finance companies with shares to run their business. Some are restricted and some are not. We knew of a few hundred million that were not.
