As the person who found the real bank's website pointed out, the name of the chairman really is Dimitry V Chernyshev. Maybe it's a fairly common name. But that doesn't really matter; it's easy enough to forge a signature, especially for people who've never seen an example of the original.

And it's easy to copy a letterhead.

Why would the chairman of a presumably large bank deal with a matter like this? An underling would handle it.

And why would anyone from the bank spell "Usinsk" as "Usink"? Does anyone in Russia spell "Minsk" as "Mink"? Usink looks to me like a misspelling unique to Far Vista and whoever's been writing copy for them.

Of course it beats me why they'd go to the trouble of faking a letter while not bothering to address shareholders directly in a press release or OTCMarkets filing.
