I use scottrade and option express and have always been able to buy penny stocks. Glty

Plus, it's only $500. to buy in to Scottrade...easy to try out.

Been using them for 10 years at least with no problems. Once is a great while I run across a stock they won't trade with unless I call in directly but those stock were hard to buy with any broker company.
