Probably depending on broker's customer condition. If the broker offers PH oder AH trading, I would guess, that they have to pay an additional fee to the exchange provider.

This past May, I bought a penny stock on Scottrade, placing an limit order for the PM the night before. Rather oddly, it executed one second before the market opened, at 9:29:59am
