I am not an attorney. I read the proposed bill. I think it would effect any patents that IDCC bought but I do not think it would have a significant effect because IDCC invented most of its patents.
I think the most negative effect of the proposed bill is that it would decrease the market value of IDCC patents because it would be less attractive for a potential buyer to purchase IDCC patents.
