"Protecting shareholder equity" = "Trade secrets", also, disseminating all info would give others your work and your bought and paid for data, which they may use to your detriment, for nothing - does that make sense?
As far as staking, it involves cost burdens and such. At this point, maybe there is not yet enough information >>IN DETAIL << to direct the effort . . . Do we know what Bureaucratic and legal limits there are? Also, when you stake, you have to maintain through 'activity' and so forth - it may not make sense Timeline-wise. Why not stake the whole frigging state? Because there are limitations in some form or another.
