Selling insurance across state line is a race to the bottom. That you don't understand what that means is not surprising. You do know how health insurance is negotiated with major providers of insurance don't you? Many providers do not cross state lines. Tell me in you own words how that would be better?

The government pays the bill like in Medicare but the government does not deliver the service or are you unaware of that?

The goal of the ACA is to insure 40 million+ americans who currently do not have health insurance. Millions of these people will now get free coverage from Medicaid. Millions more will get subsidies to help pay for their policies. The larger pools of people have brought down rates for equivalent policies.

Letting insurance companies cover people across state lines only creates a larger pool of people in the plan. The largest and most efficient pool is under Medicare. Consequently saying we should provide coverage across state lines is an argument for providing medicare to all because this would be the most efficient and least costly delivery device. The State Lines plan only brings down prices. This small savings might attract a few more people but it's the subsidies provided by the ACA and MediCare that make insurance really affordable for all.
